i had almost exactly the same feeling after using betamethasone cream when my skin was still loosening. the trick is to keep at it. eventually, it gets looser and looser and it won't get stuck around the base of the glans. use some lube too...it helps a great deal.

for me, its been about 5 months since i discovered the actual penis underneath my foreskin. when pulling back (erect), it still takes a little bit of pressure to get the skin to go back up, but it doesn't get stuck like a tight ring any more. the only problem i have now (if anybody has any suggestions that would be great) is that when i pull back the skin, about 3/4 of the way down, its a little dry + sticky and starts to curl up upon itself (like rolling a rubber band off a poster). lube helps, but its a pain in the butt. my head is still pretty sensitive (but no where near what it was at the beginning, now i can actually enjoy touching it sometimes...

need help, contact me...i'd love some j/o advice from others in the same situation too...thx
