Actually, when I have an erection, I can only really see the tip, and that is it. Also, when it is fully erect, and I slowly pull the foreskin forward (down?), it doesn't retract either. There seems to be a little ring, so to speak, that holds the inner foreskin in place no matter where it is and, as the foreskin is pulled even more forward, the ring does expand, but it has a feeling of "tightness" to it. It doesn't hurt, but it simply feels tight. Then, once pulled beyond the glans, it continues as I described above, and then the ring has to be slowly and easily "forced" back into the original position of the foreskin.
