yes, its phimosis. I'm 19 and had it until I was 18. I used "betamethasone .05%" cream to cure it and in a few weeks it was totally retractable (6-8) weeks. Heres a link to the study I found: http://www.cirp.org/library/treatment/phimosis/wright/
Apply it once per day to the *outside* of your foreskin from the opening tip to about mid-glans (mid head). Mine was much tighter than what you describe so it wont be as long for you. Its worth the trip to the doctor to get the script. Trust me :)
