You understand the first warning - that you must pull the foreskin back over your glans after keeping it back
awhile to avoid progressive swelling of the part beyond (called paraphimosis).

What you really need to do is to make a point of pulling it back frequently, both when flaccid and erect
but of course doing it in the latter state is the more beneficial to causing it to stretch. So keep on
masturbating with it retracted, not because it's necessarily better that way, nor because it isn't, but to
stretch the foreskin to be more comfortable.

You basically have a "toggling" foreskin that is sufficiently tight to snap either behind or in front of
the glans. If that's how it is and it is not so tight as to be uncomfortable, then it's no particular
problem - you can for example have intercourse (or oral sex) with it in either position to equal advantage.

About the only advantage of having a foreskin loose enough to flip forward when flaccid or to retract when
erect, by itself, is that this easy motion compensates for lack of lubrication during intercourse (at least,
without a condom) - it is referred to as the "gliding mechanism" in the literature. It is also an advantage
for masturbation (either by self or partner, to use the term in the more general sense to include "hand jobs")
if the foreskin will flip fully back and forth, though I daresay you're used to this with it fully forward
anyway; not much different.

In summary - it's apparently not quite optimal - it needs a little stretching, but this is easily done,
over a period of weeks or months, without medical interference.
