Nikos, this is a similar problem as to what I had a while back.

I went to see a specialist and he said that I had an excess amount of foreskin and also a tight frenulum which contributed to the non-retractability. When I'd try and retract it when erect, sometimes I could get it almost to go over the helmet but it would be "bunched" up around that area. I'd also find it painful for the gland to be touched directly.

From experience my advice would be to see a Doctor or Specialist who can tell you what you need doing (if you at all), to rectify the problem.

I speak from experience, as a few months back I had a partial circ' and the frenulum removed. It was scary, and embarrassing at first, to have someone examining my penis, but it was well worth it. Now, my foreskin covers about half the bell end (when flacid) and retracts completely when erect.

I'm not suggesting your problem is the same as mine, but the point is that you have a penis, and you want to do with it what eveyone else does with it, without having to worry about it ripping, tearing, bleeding, causing you pain etc. Go see someone about it.
