That your foreskin no longer covers the glans completely is not a problem. Many wish that their long foreskins would leave the tip of glans exposed.If you can retract your foreskin to uncover the glans completely when erect, and without having to stretch the skin painfully, then you do not have phimosis.
If the foreskin is not tight (diameter wise) but is stopped from retracting further by the frenulum (bit of skin that is attached at the glans), then you may have frenulum breve instead of phimosis.
i.e: phimosis refers to the opening of the foreksin , whether it can widen to allow the glans to pass through it fully or not.
frenulum breve refers to a frenulum which prevents the foreskin (no matter how wide the foreksin opening might be) from going back fully. This can be solved with a simple snip and does not require circumcision.
Your condition may not be medically "bad", but if you are not happy with it and might prefer to have some changes made to your penis, such as a circumcision (partial or full), then it is your decision/choice to be made, and just like women go to a plastic surgeon to get breasts lifted, you can go to a urologist to get your foreskin shortened.
