i have a question i need answerin

im 16 years old. My penis will retract perfectly fine when flaccid but when erect will only slightly. If i try to force it back it will not go and can be painfull. I have read that this may be because full retraction doesnt always happen till later in life but I was wondering if anyone knows what is wrong.
