condom problems - circumcision?

I have a long foreskin, a little bit overhanging when flaccid and not retracting when hard (but it can be fully retracted manually, in flaccid and hard state).

Because of this long foreskin and shaft skin, I cannot use condoms (but for Safer Sex, I should do). They get wrinkled as does the skin, and they will slip off shortly after starting to "use" them. (Yes, I tried to use different condom sizes.)

My questions:
1. Would circumcision cure this problem?
2. Should the frenulum be removed?
3. Should the circ be loose, medium tight, very tight or what?

Has anybody experienced this state and could give me any advice? Thx.
