Mmm, depends rather a lot on your understanding of the word "safe". It would probably be safe to get a doctor to do it.

You've been warned. You need to sterilise the skin with alcohol or Betadine, and you need one or two surgical clamps
("artery forceps"). You clamp and lock the clamp(s) fully across the part you wish to cut - probably in a "V", so that
they crush the skin completely, then you wait five or ten minutes at which time if you release the clamps and cut along
the middle of the transparently thin, "wavy" crushed skin that was underneath the clamp(s), it should need not bleed.If it bleeds, the clamp has not been tight enough for long enough. ;-)
