Foreskin retracted

Somewhere I read that some people, e.g. in Japan, keep their foreskin permanently retracted, they start doing so when entering puberty. Is that true?

I found the advice to have the foreskin skinned back for a better hygiene, like those for circ'd men. I tried to keep it retracted but it will go back again. My foreskin is quite long and overhanging.

I liked the feeling of the bare glans though it was kind of strange at first. Now I'd like to keep it retracted permanently. How to do this? Could it do any harm to me?
