I'm 20 and had that problem until I was 18. Go to your doctor and ask for a prescription for "betamethasone .05%". Show them this study: http://www.cirp.org/library/treatment/phimosis/wright/
Apply the creme once per day to the **outside** of your foreskin from the opening tip to about mid-glans (mid head). You'll see results in the first week or so but it may take as long as 8 weeks (like mine did) to get fully retractable *while erect* (I was retractable flaccid before that).
