I NEED HELP WITH REALLY STUBBORN PHIMOTIC RING!

Hi,
I am 20 and have been stretching my foreskin for years now. I have it to where it is almost completely stretched out, yet there is still a stubborn tight band on skin around my penis. It is driving me nuts because even though it is only like a centimenter in width, it prevents me from cumming during sex or blowjob!!
I hate this!!!! Sex is not enjoyable because of this stupid band of skin.

I first started with testosterone cream, then hydrocortisone cream, and now I have Lotrisone cream, which contains a small percentage of betamethasone. I thought this would finally solve it but it didn't! I stretch really hard and often, but my progress has come to a standstill! Is it possible i put too much of these creams on and made it worse (i.e. development of candida or scar tissue?)??? I was thinking of requesting the doctor to prescribe me Luxiq because it has a higher concentration of betamethasone, but I was wondering what brand name of cream/ointment you guys recommend first. The thing is I have doubts about another betamethasone cream working, and also Luxiq is a foam made for skin conditions on the scalp.
I am really desperate to solve this because I have a frustrated girlfriend, and this phimosis has cost me a WHOLE YEAR of sexual enjoyment. I even lose my erection during sex because the stimulation just isn't happening right!

I have resorted to using anything I can think of to help thin out this final tight band of skin. I have used the acne cream Benzac, which contains salicylic acid, and I have also used a facial exfoliator cream. These helped little, so today I even used fine sandpaper to gently take a little skin off the the phimotic ring! It didn't hurt and smoothed out the ring a little (I have really tiny white bumps on the ring), so this is the best treatment I have come up with yet! BUt this damn ring still doesn't seem to be stretching!!! What the fuck am I supposed to do?? Is it scar tissue??
If i don't stretch this out once and for all and soon, I'm gonna snap and do something drastic and I don't know what. I even toyed with the idea of putting a little powerful wart medicine on it because it has powerful skin dissolving properties. I don't want to get circumcised or have a dorsal slit because the foreskin has nerve endings for sexual enjoyment, and I don't want to lose any part of my body which has nerves for sexual enjoyment.
What brand cream/lotion should I have the doctor give me ???? Does anybody have any cream they could sell me???
