Actually, it appears to be quite a substantial percentage, 0.05% or so-called "half strength" which is really the strongest generally available. This would be almost as effective as anything and is an excellent medication for the purpose, my only real suggestion being that an ointment may be more effective as it does not rinse off so readily (by the obvious means) and penetrates better.

Hard, often and for as long as possible? Quick stretches do not really count, time really does. You need to stretch for minutes at a time.
I have often contemplated what sort of device could be made to be compressed and inserted in the tight opening of the foreskin to provide continuous, 23 hour-a-day stretching.

Using the clotrimazole-containing combination should prevent candida, and the betamethasone softens, not causes scar formation, so that cream cannot be a problem. Some of the other things you say you have tried or contemplated could cause inflammation and potentially, scarring. I think you need more stretching, and less experimentation with skin creams.

Wrong approach. It's not the surface of the skin that is tight - it is the underlying connective tissue, which these things will not affect.

Certainly a good and sensible reason to avoid circumcision, but the whole idea of a dorsal slit is that the cut is in the direction of the nerves and in the midline, so it cuts across very few nerve fibres. If therefore you do decide to go for surgery, that is the one you want (but you need to find someone who has a satisfactory track record rather than one who will tell you, before or after having done so, that he can only really get a "good result" from circumcision, so does that instead).
