Paul M, you seem to have a built-in frill in the meatus ('pee-hole') that may be the result of having had diaper rash when you were very young. (That's speculative, of course!) Surgery was developed to enlarge a narrow meatus (but not necessarily to eliminate a 'frill'), called a 'fish-mouth' operation. What it would do for your scattering stream I don't know, but you might be better off living with the problem you know than possibly letting yourself in for a new one. You might talk to a sympathetic physician about it, if you can find one. Best wishes. rjk.
