Where should I start?

Over the past 3 days or so, I've developed some sort of rash (have no idea what it is) on the head of my penis. It started out with some tiny tiny bumps, nothing drastic. Not herpes as far as I know. Anyway, it has since developed into the skin on the head and the foreskin that covers it, peeling off, not really flaking off because it's not dry dry. So because of this peeling I have to be very careful when I wash to not scrub too hard because it might leave some raw patches which tend to itch.

Because I'm shy as hell about going to a doctor I've taken it upon myself to apply Vitamin E oil from capsule to the head and slipping the foreskin back over it and praying and worrying like heck it goes away. What do you guys think it is? I don't know that it's balantia. How do you tell the recepcionist "Um, there's something wrong with my dick"? What kind of doctor would you go to anyway, A urolgist or dermatologist?

In anycase thanks, I just had to ask being that I'm uncircumsized.
