Well, if you can't get it to stretch, getting it cut sounds reasonable.

Injection of local anaesthetic, either cut as I have suggested somewhere, after clamping for five minutes, or cautery as the other chap mentioned, not long at all.

Shouldn't be. That's the trick to modern surgery.

Well, it's certainly not a hospital job, but you would have to be careful (about doing the obvious) for a week or so until it heals.
