A few months back I had a partial circ. I had concerns about the sensitivity like your question:

I found for the first two weeks it was uncomfortable (but not painful) when touching and brushing against clothes. It became resilient to general friction caused by clothes and by week three there was no discomfort for me. As someone who was never able to retract their foreskin until I was circ'd I can safely say, for me, it is a lot different now. It really is a new dimension in *ahem* sensitivity.
If, for some reason, you should have your frenulum removed (like I did) the same applies. A lot of anti-circ people will argue that you lose sensitivity if you have circ or have frenuloplasty. From my experience they are wrong on both accounts. It's amazing to have areas availabe to touch and be touched, which were previously hidden under a foreskin that doesn't retract. Your foreskin should retract, that's why there's such a sensitive area under it. Also, there are the health aspects of it all - post-circ the penis is a lot easier to clean.
