I presume you mean it is stuck to the "corona" of your penis head, not the base of the penis proper?
Do you mean on the top, the sides, or underneath? You should in fact be able to see the corona all around, but the corona turns inward and comes forward to near the penis tip on the underneath, and this part is called the fraenulum. Do you understand what the anatomy should look like?
