Because your phimosis, your glans is still "infantile" (for lack of better word). On a healthy penis, the glans starts to become more robust just before you enter puberty and you start to retract skin more and more often, to a point where it is pleasant to touch (but in young bouy, glans can be painful to touch since it is too sensitive).

You don't know what you are missing. Getting your foreskin to a point where it can freely move back and forth without resistance makes your penis fully functional. And as you acheive this, the glans will progressively adapt over a couple of months and you won't have to fear it hurting anymore.

You have multiple options to acheive this:
-stretching (perhaps with some creams). Takes time, result not garanteed.
-partial circumcision (a few weeks healing)
-full circumcision.


Partial circumcision removes only a part of your foreskin. The tip of your glans remains exposed when soft and skin automatically retracts when hard but remains moveable. The operation itself can be done in doctor's office in about 2 hours from time you walk in to time you walk out.

Choice of underwear will be important while your glans matures so that you don't feel it rubbing during first few weeks. But it will mature fairly quickly.
