I know it's scary/embarrassing, but firstly I'd strongly suggest that you see you Doctor. If he is unable to make an accurate diagnosis (or one that you feel is acceptable), you can ask to see a Urologist. Obviously you have a problem, and as it's painful to masturbate it needs to be resolved. Many will tell you to try stretching. However, I would advise that you read John Stuart's (the below thread) for an account from the horses mouth.
I used to suffer from having a tight frenulum (I had mine removed through surgery), so I can appreciate how painful it can be. Please don't hesitate to e-mail me if you have any questions that I might be able to help with.
