If you are bleeding, you should see your doctor, or at least stop what ever you are doing to cause the bleeding. If it's caused by your masturbation techniques, you're being a bit too agressive.

If indeed your situation is frenulum breve and not phimosis, stretching of the frenulum is what is needed, not stretching of the foreskin or the orifice. The area may have been wounded so many times already because of your agressive handling, that the tissue may not respond to stretching. In that case, your doctor may have to snip the frenulum a bit in order to relieve the pressure.

First, back off a bit and allow the area to heal. Try some very gentle stretching to see if it responds. If it does, and there is no pain or bleeding, try continuing the stretcing. If it hurts or bleeds, see the doctor. I'd advise you to insist on keeping the foreskin. Even without the frenulum, it is still better to have it than not.
