The likelihood of your ever having retracted are pretty slim. Once the foreskin becomes retractible, it normally stays that way. Injury or very rare disease situations could cause a problem, but it is not at all common. You just haven't been doing your homework. It isn't too late to start, so I'd suggest getting on with it. Read back over some of the other entries and you'll see some suggestions on what to do. Just remember to be gentle with yourself. You have about 15 to 20 years to make up, so it isn't going to happen overnight.
