The technique is as you suspect - to get the tips of both little fingers inside the tight part of your foreskin, and pull then apart to provide a stretch.
Of course this is only possible when it is wide enough to get the two fingers in. If the opening is not that wide, then you need to use a different technique.
Probably the most important concept of skin stretching is that continuous gentle pressure is worth more than occasional forcible pressure. The best way to stretch therefore is to arrange to have something stretching the opening all the time.
How could you arrange this? I have often thought about the possibility of manufacturing some device which would be springy, could be inserted in the foreskin opening and would provide constant pressure and keep enlarging all the time. However another poster on Fathermag has suggested that people are using simple dilators for this purpose. He suggests looking around the hardware store for suitable objects.
You basically need small tubular pieces with smooth edges. A small plastic bobbin or grommet (also called a "bush") would be best as it would hold in place by itself. You can get various sizes of (clear) plastic tubing (hose) - it could be worthwhile experimenting with this using a heat gun to smooth over the cut end, then cut off a short piece and figure out how to slip this inside the foreskin. Even better, to tie a thread (or rubber band) around just short of the end and use the heat gun to make this form a groove in the outside which would hold the foreskin in place.
The idea is to fit such a device so it is moderately tight, but not particularly uncomfortable (though it would tend to rub against your glans - thus the need to round the face as far as possible). This could be worn for a week or two, removed as necessary (but if tubular, you can of course pee through it) but otherwise all of the time, and when it becomes loose, you make/ find a larger one.
If you can get this arranged, it would probably be superior to any short-term/ intermittent stretching procedure, and you could continue the stretching until you are wearing a quite large dilator and a size at which the glans will fit through with ease. It is necessary to over-stretch both in terms of size, and time by some weeks or a month or two, to allow for the tendency for the foreskin to contract again.
This technique will work if you can pursue it - it is based on sound principles of surgical management used for the last 20 years to treat scarring in burns victims. You may also have noticed some of these body-piercing enthusiasts who not only make holes in their ears and such, but progressively enlarge them to ridiculous dimensions, Strange people, (;-) but it proves a point.
