What is the peculiar interest you have in rushing these lads off to the doctor all about? He hasn't reported any redness or swelling or difficulty in urinating, nor general pain. These would indicate a need to get some help. The fact that his foreskin doesn't retract is not life threatening nor is it absolutely necessary for satisfactory life. It is simply preferable. So meanwhile, he can experiment a bit with some simple and non-invasive exercises that have been successfully employed by millions of guys all over the world for centuries. Is there something wrong with that? If so, please get it on the table so we can discuss it.
