retraction question

I'm almost 45 but to embarrassed to ask a doctor! My foreskin will not fully retract behind (over the corona) the glans on its own unless I force back. As soon as I let go, it immediately goes back over and covers the glans. Even during intercourse, my foreskin wont retract back over the corona. In addition I think this may be the reason for my premature ejaculations that I have for time to time. I think I may have a short frenulum since I get sore after intercourse sometimes. Is this a normal condition?
