It isn't what we would consider absolutely normal for a guy your age, but it depends upon who is defining normal. Let's say that it isn't the ideal situation, but it on the other hand, you aren't the only one in the world with your condition. The good news is that it isn't fatal, and it is correctible. Providing that you haven't suffered some kind of damage, you should be able to stretch the skin in order to accommodate the retraction process. There are several posts on this page which describe what you need to do. The frenulum is also stretchable. Just remember to be very gentle. You don't want it to hurt. Gentle persistance is what it takes.
