No.

There is really no plastic surgical procedure to enlarge the penis. I'd be fascinated to hear a genuine description of any such thing.

Commonly hawked procedures are
1} cutting of the suspensory ligament of the penis so it hangs lower and appears to leave the body at a lower point, thus may look longer, but if you think about it, would you want this (an erection that doesn't point upward)?
2} fat transplantation to the shaft of the penis. It looks fatter(!), but is soft and squishy.
