Certainly needs attention, but needn't stop you from doing what comes naturally.

It is possible that if this is indeed the case, you would be considering a release of the fraenulum rather than preputioplasty. This appears to be the problem "Al" was describing earlier. It may however be complicated by adhesions rather than just being the fraenulum, in which case, separation of these may suffice.

Overall, it is the sort of thing that would be best sorted by a visit to the doctor, presuming you could trust his/ her judgement, because it requires proper examination. I can't really say much more.
