No particular importance of age 21, may do or may not.

It is fairly unlikely to affect erections as 1} the tight part is in front of the glans rather than around it, 2} you get erections at night which will tend to stretch the skin to accommodate and 3} the glans does not expand as much as the rest of the penis.
