You omit to mention for what purpose you wish to use the betamethasone. You have also deleted from that list the most important and useful form of the medication.
If from the context of a forum on problems with tight foreskins, you want to use it to assist with a foreskin stretching program, then my suggestion is to use an ointment ("ung") containing either form of Betamethasone at 0.1% strength, to be meticulously applied as a thin smear (so that it cannot be felt afterward) to the tight part of the foreskin only while it is held on the stretch over the penile head (glans) once or perhaps twice daily.
The stretching however must be performed many times a day, or even better, continuously by the use of a device held inside the foreskin.
