I had a similar problem myself - so much so, you could be me! I had a long and tight forekskin, as well as a tight frenulum. For me the way to get it resolved was to get a partial circ. I was extremely worried about the sensitivity of the gland post-circ as it was, as is in your case, too sensitive to touch. I figure it was like this for me (and for you) because the head was barely ever exposed (I'm assuming it only retracts okay in an unerect state). After having the partial circ the head was still sensitive for a couple of weeks but really calmed down during the 3rd week and by the 4th and 5th week, I didn't think about it, as it didn't cause me any discomfort at all. Now, at 25, I finally have a penis which feels and works fine (i.e no pain etc.). There's lots of stuff online about anti-circing that'll try and scare you off getting a circ, but most of it is total crap.
I'd definitely ask your GP to refer you to a specialist so that you can review your options with a professional. I paid to go Private, and am happy I did so. My only regret is that it took me 10 years to pluck up the courage to get it done.
I'm not saying you should get cut. I'm just saying that you should be aware of options which others one this forum will try and convince you not to take due to their belief in nature's way.
