If your foreskin is long and tight, resolving the "tight" issue won't resolve the long issue.
It is "expected" that in the adult, the foreskin will retract during erection and leave the glans exposed a certain amount of time each day. As a boy becomes a man, his glans toughens sufficiently to transform itself from an overly sensitive surface to one that is extremely pleasurable to stimulate.
However, when you have a long foreskin that doesn't retract, the glans retains its extreme sensitivity that many of us experienced during childhood. For me, just washing the glans with a towel hurt like hell).
If you get a partial circumcision that results in your glans automatically uncovering during erection, you will quickly get your glans to mature and become pleasurable. Now, a full circumcision will quicken the process. And a partial circumcision does have its problems since the glans does retain more sensitivity so when the skin retracts some in your underwear, the rubbing gets you hard very often (and for me, that lasted a very long time (at least 10 years).
One thing you can do now, is you leave your glans expose dwhen soft as long as possible to help it dry up. Once the glans is dry, you will find it is less painful to touch/rub.
As far as circumcision is concerned, it is a simple operation, no worse than getting tatoos or piercings and there is really nothing to worry about. Just make very sure you make it damned clear to the doctor that it is your penis and your preferences, and that you expect him to cut you according to your cosmetic desires, not his.
