So far as I know, genital warts can only be passed on by sexual contact. I could be wrong about that. Try some internet searching on google, I'm sure you'll find out for certain.
It sounds to me that you might have some sebaceous cysts. These are small white hard lumps, caused by blocked/infected hair follicles. I have dozens of them on my penis. I find them unpleasant to look at and disfiguring, but have been told they make no difference. They are completely harmless and non-contagious. In fact, they are completely misnamed, since they are neither sebaceous (filled with the oil that your hair makes naturally as a waterproofing material) nor cysts. They're little pus-filled hair follicles.
If you want to know for sure go and get them checked out by your doctor. Nothing to be ashamed of. Unfortunately they can't be got rid of by ointments etc., they have to be surgically excised. Usually the cysts are on people's heads and get to be as big as 1/4 inch across, but tiny ones on a penis are another matter.
It's important not to squeeze them, because they are not like acne pimples, and you might get them infected with something worse.
Best advice is to go to the doctor to set your mind at rest.
