Phimosis is considered to be a situation in which the opening, the frenar band is too small to allow retraction over the larger glans.

Frenulum breve is a short frenulum, one which prevents the foreskin from being retracted back of the sulcus (groove)

How long is the average frenulum? Who knows, no one has kept any count. All that matters is that it works and allows function.

Are you asking because of a personal problem or what?
