Andrew, they are not the same thing. Phimosis means muzzled. The opening at the end of the penis is very small and tight, preventing retraction back over the glans.
Frenulum breve refers only to the frenulum, the little web of tissue between the glans and the foreskin. Sometimes it can be of such nature that it won't allow the foreskin to roll back over that area, ie it is brief (breve) or short.
