Well, yes and no. The part with the skin bridge will not pull back. You likely have a skin bridge if you can pull back the foreskin and can see most of the corona - the "rolled-over" part at the back of the penis, but not all of it. Note however that there is the fraenulum on the underneath where the corona comes forward to meet the meatus (pee hole).
