It possibly could do. (It is not wool, but synthetic!)
The only real reason to do this would seem to be to probe under the foreskin to determine whether there are adhesions present, in which case using some Vaseline on the cotton bud ("Q-tip") would be prudent. The same matter can however be easily determined by inflating the foreskin by pinching the opening shut and peeing so that it balloons.
If you have phimosis, the thing to concentrate on is stretching the tight part until it will slip over the glans (penis head).
