Redness on urethral opening(meatal lips)?

I wrote about this i my previous posts but here are some other things.
Summary: 22 old,phimosis,only recently able to see part of the glans for the
first time in life.
Condition: redness on both sides of urethral opening,bot sides are sligthly
lifted up (right one a little more). If I touch(strum -like a quitar)each
side with some small object(q-tip) I feel something like a string in a
quitar.Is this normal?
I have this at least 2 month(that is the time i first saw glans), but maybe I
have this my whole life but I wasn't able to pull foreskin back to see.
I have no problems urinating.
Questions:
1.Do any of you have similar things in your urethral opening? Is this normal?
2.Could this happened due to long year urinating with unretracted phimosis and/or not cleaning that area -
are these two things dangerous and can they lead to cancer?
3.Do you clean your urethral opening and how?
