That photograph illustrates a perfectly normal penis with the foreskin pulled back in the flaccid state. To a person as you are, unfamiliar with normality, it may appear that the penis is being "pinched", is uncomfortable and at risk of injury. It does not; it merely shows that the fraenar band at the "tight" part is highly elastic and bunches just as an elastic sock or stocking does on your calf. The pressure of erection however, readily overcomes this compression, causing the fraenar band to spread out as shown between the first and second pictures below, taken from the same site (but not necessarily of the same penis as the other picture).
As you see, what looks to be an uncomfortable constriction in the first picture, has entirely vanished in the second.

You may suggest it will not, but skin expansion is a well-established principle in plastic surgery (treatment of burns, treatment of male-pattern baldness). It would appear that (cheap) appliances to effect this in the case of phimosis are not commercially marketed, or not well known, but as I was discussing in this message and those in the same group, it should be quite possible to find quite suitable stretching appliances amongst the plethora of plastic mouldings cast off by our modern industrial society.

On the contrary, stretching is a far more viable an option than you in particular, having not persisted with it (if indeed you tried it at all), would have us believe.

And indeed, given your choice not to pursue it, we expect that you would say that, but that does not make it correct. Do also remember that surgery is very likely to lead to damage in that region!
