A full circumcision will prevent many problems later on. No more foreskin problems, no more balanitis etc etc etc. So if you're going to operate, might as well do the full job.
One of the concerns about preputioplasty and partial circumcision is a recurrence of phimosis later on. The shorter the foreskin, the less the chance of this happening since it will retract with every erection and even if dick is dangling/rubbing in underwear.
But if you do a minimal circumcision or preputioplasty, the skin remains long enough and the scar tissue will be located at a location where the skin is narrow enough that phimosis later on might eb a serious consideration (or so does the medical community thinks).
If phimosis was allowed to form (or remain), you have to consider the reasons and ensure that the reasons are no longer present. Making your foreskin short enough to retract fully by itself during erection essentially garantees a problem free foreskin and garantees that your masturbation method will keep the foreskin loose.
But if you allow the foreskin to remain over glans during erection, your acquired masturbation "instinct" will continue to masturbate as you did while the foreskin was too tight and a recurrance of the problem is possible, especially since that skin now has some scar tissue which is less elastic.
Also look at cosmetic results. A partial circumcision will yield a more even and cosmetic foreskin edge whereas the preputioplasty will give you a more ragged and thicker foreskin edge, especially if you had a very long foreskin.
Preputioplasty does leave all your skin, so from a purist point of view, it sounds superior. But you have to look at the cosmetic and functional aspects of the end result and decide on that basis if you prefer a preputioplasty or a partial circumcision.
Note that I am not saying that preputioplasty is bad. But it is worth to consider the whole story instead of just looking for a way to avoid removing any skin.
