Hard to draw a conclusion based on what you have written. From what you've provided, I take it you're a "grower, not a shower" as they say. If your frenulum allows you to bring your foreskin right back when flaccid, then it should also allow partial retraction with a stiffy too. You would be the best judge of what's stopping progress, where is the discomfort coming from whilst erect, the opening on the tip of your foreskin trying to stretch over the expanded knob or the frenulum underneath?
