Hmmm, then it would seem to me that you need to stretch the opening on your foreskin so it can accomodate your erection, not a frenoplasty, given the dichotomy of being able to bring your foreskin right back when soft and no retraction possible whilst erect. I certainly would take care of the tight opening before they got out the scalpel for a go at my bits. Ask your doctor for a prescription for Betamethasone ointment or cream to help in loosening up the tip of your foreskin.
For all intents and purposes, your shooting in the dark here, talking about having your frenulum removed when you aren't even able to get to a point where you could actually see what your frrenulum will allow once some movement can be achieved.
Maybe Paul B. is lurking about and can add his thoughts on this matter, since so far, it's only the two of us talking. Since you're considering an op on your bits, the more thoughts on this the better.
