If it's only the frenulum which is causing the restriction, the answer is that it will allow retraction. However, you could stretch it as suggested and eliminate possibly creating complications or side effects. Whenever something is cut, there is a possibility of nerve damage. Most victims of circumcision report severe loss of sensitivity. Because so much of the sensitivity comes from the frenulum, it is important to leave it intact whenever possible.
Why not call the doctor and cancel the op, then try streching for a couple of months. Within that period of time, you should see some progress and then you'll know what you have to do to get it to work right. If you go ahead with the op, you'll never know for sure what could have been.
