Make sure you only have a partially covered glans. If you keep too much skin, your risks of getting phimosis again are much higher. Your skin should be short enough that it retracts fully, by itself, as you get hard, and leave at least 1/4 of glans exposed when soft.

Yes. However, in your case, the deciding factor will be removing your phimotic skin, so no matter where it is (inner or outer), that skin must go. Where you have some choice is whether additional skin is removed aft or forward of the rng of phimotic skin.

I would say that retaining as much inner foreskin as possible is a good thing. Some doctors in europe disagree. Keeping the inner skin means that the joined skins (at the scar) will offer a sharp colour contrast. If you lose the inner foreskin, the skin is sjoined at the glans/rim so there is no sharp contrast of skin on the shaft when hard.
