It's not neccessary to remove the frenulum during a partial circ.
If you have concerns about the frenulum, bring it up with the specialist so that he can have a look. It could be that if it's not too tight, that it's just because it hasn't been used that much - as if you can't retract your foreskin then the frenulum can't be retracted. In saying that though, you've already tried stretching, so maybe not. Whatever the case, it's definitely something you want to discuss with him as, if it is neccessary, as it's easier to get it done in one go.
