Probably a rash/infection/allergy. Are you able to pull back the skin when soft right now ? If so, try to keep the skin retracted when soft as much as possible to allow it to dry off and you can also apply some antibiotic cream (polysporin etc) on it to reduce the infection.You can also try a hot bath.
It is too early to say if you need a circumcision. I would think that once the infection goes away, it will get back to normal.
HOWEVER: you need to be careful about this happening again. If it starts to happen again, you may want to eventually get circumcised (partially or fully) to prevent the infections.
You may also want to look at how you masturbate. You should make sure that your skin is fully retracted with every down-stroke to ensure that your skin gets a good workout/stretch every day when you masturbate.
