I have answered this question several times before, but in the interest of your not getting improper advice, here goes: The little piece of skin under the pee hole is your frenulum. As Dr Paul has stated, you can have your physician snip this a bit to relieve the tension, but you can also stretch it permanently, thus preserving your anatomy as it was designed to be. A friend of mine was successful in just a few weeks. Stretching, to be successful must be continued for about two months after the desired result is achieved. The reason is that the stretching has caused a void in between the cells of skin. It takes a few weeks for new cells to generate and fill in the gaps. If you stop too soon, the skin will go back like a rubber band. If you have run across those who say stretching won't work, ask them about their waistlines. It's just knowing how to do it that counts. In the case of the frenulum grab each end and stretch. Hold it about ten minutes if you can each day while in the shower. Paul has also suggested doing this when you pee. With that much effort it WILL stretch. Just don't make anything hurt. In the event that the foreskin opening is a bit snug, pull it sideways to stretch the opening.
