Where is this little piece of skin that is connecting the foreskin to the glans? Is it on the under side near the little hole? If so, that is supposed to be there. That is called the frenulum. This also stretches. Read some of the other posts for directions on what to do.
Now, if that is not what you see, we need some more details. If that is the case, your doctor should be able to cut them apart easily.
