The fraenulum is no more nor less stretchable than any other piece of skin. The problems are that it is relatively small, difficult to get a grip on, not uniform in thickness (so that the thinnest part bears most of the force) and somewhat sensitive. The sensitivity is an advantage, as it should tell you when you stretch too hard, but is is perhaps a bit easy to apply too much force in too much of a hurry because of the fiddly nature. Remember that it will be difficult to see any individual lengthening each time you stretch it.
Best advice is to try, bearing in mind the principles of stretching - as often as possible for as long as possible, to the point of no more than slight discomfort, and what you achieve, you have to keep stretching for extra time to "set" the change.
The best way is to use some device to apply tension all the time. This is more difficult for the fraenulum than for the foreskin, because as I said, it's small and fiddly, but there's plenty of room for ingenuity.
Should you accidentally tear it in the process, remember that this not uncommonly happens anyway during sexual activity, and is not particularly "worse" than having it cut surgically. If it bleeds, hold a clean, multiply folded tissue firmly on it till it stops (minimum ten minutes).
