Freddo, tearing is not the best of things to happen. I may be totally of the track here but where you've written "(or is cut)" - I just want to ask: You don't intend cutting it yourself do you? Just in case you do - I'd strongly advise against doing so. Stretching is all well and good in it's place and perhaps may be applicable and help the just-under-normal length frenulum. However, with a tight frenulum it's certainly not always desirable due to the consquences of it being torn (which would mostly likely happen repeatedly) it or stretch too hard. I'm not trying to scare you out of giving stretching a try, I'm just saying be careful. Perhaps you could have a word with your Doctor so that he can have a look and advise?
